Use PO Generator Process for Transfer Orders

I have been reading an overview of the PO Generator Process.  One of our facilities has 31 individual branches being sourced from one distribution center.  Each branch manager decides on the items and order quantities.  I'm wondering if the PO generator process would be better than trying to teach them how to process MRP messages.

However, I can't see a way to create an ST from this process so the distribution center has orders to ship from.  Is there a step I am missing or is MRP a better process?
