Unexpected component dates in P4021 after processing message from P3411

Does anyone know why the following occurs............................

If a work order (O) message is processed without editing the Start date (STRT)  in the P3411, component demand appears in the P4021 with the expected Promise date (PDDJ).

However if the start date is edited, the Promise date is different, often many weeks earlier. Screen shots can be posted if required.
