netca Listener start failed Oracle 11.2.0.3 Windows 2008 R2 64 bit

I have uninstalled Oracle 11.2.0.1 64 bit on Windows 2008 and tried to install Oracle 11.2.0.3.I have already installed the Oracle software but when I try installling listener by running netca on cmd prompt as administrator,I get error below
