Oracle Forms 12c jnlp username/password/host/userid

I have tried in the <applet-desc section to define either the username/password/host or userid string ( as would be defined if you were setting the userid field when form posting to /forms/frmservlet ) but can not get the jnlp to recognize those settings.  Is it possible to set the these values from the jnlp or do they have to be set via the formsweb.cfg environment setting?
