Why am I getting this error when adding direct material to a work order operation?

I am creating a work order from Maintenance Super User, added an operation and when I try to add material to the operation I get the following error on SAVE:

Error

  1. Department 2 is invalid for direct item requirement.
  2. This direct item record with direct item sequence id (4) received an error status since a severe error occurred while performing attribute validations

Shouldn't the department be the department on the operation line?  I have entered nothing different.

Also when I create a work order I am able to save with out entering an operation and the system is not defaulting an operation.  We have just upgraded to 12.2.5
