'Add All Operating Unit' Function not available in custom responsibility

Hi,

  Created custom responsibility, as part of Buyer Work centre while creating GBPA/GCPA the option 'Add All operating Unit' (or) assigning Agreement to other OU's is not coming Up.

  Like to know the Function/Menu that controls this Functionality
