DBCA does not detect/create RAC database - creates single instance

I have cloned oracle RAC GI and RAC DB, but after running clone.pl and root.sh, dbca does not detect rac env and it creates a single database instance instead of 2 node rac. Could someone please advise how can I get dbca to recognize its a RAC env.
