iReceivables Credit Memo Workflow With AME - TRANSACTION_ORG_ID Issue

Hi, 

iReceivables Credit Memo Workflow With AME is failing when we use TRANSACTION_ORG_ID or TRANSACTION_SET_OF_BOOKS_ID as condition on our rules in R12.  If they are removed from rules, the workflow is working correctly.  The process fails at Find Limits Only Approver.  Upon review of this error, the following is displayed: ORA-20102: No rules are applicable to this transaction. Atleast one rule must apply to this transaction when the value of the attribute AT_LEAST_ONE_RULE_MUST_APPLY is true.  Has anyone seen this issue before?

Any help you can provide will be greatly appreciated.
