fixed order quantity in auto create final assembly

Hi

I'm working on  11.5.10.2

I create Job with autocreate final assembly process

In the assembly setup I update parameter Fixed order quantity = 4

I create sales order for the assembly and with quntity order = 6

I expacted to have two worl orders with quantiry of each

or one work order with quantity of 8.

Is this setup supported in autocreate final assembly process?
What I'm missed in setup?
