LCM Migration with changes 11.1.2.4 Native Groups

I need to Migrate the Native Groups and role assignments from One environment to another. But before importing I need to make changes to the group names. In Dev the groups have DEV but in Testing they have QA. So in the LCM export file created I replaced DEV with QA. After that I zipped the folder. But this folder does not show the artifacts after I import. It generates Error EPMLCM13000 - Service currently not available.
