BOM_RTG_PUB.PROCESS_RTG error when Creating Routing

Hi All

We are on 12.2.4 and are creating the Routings (transaction type = CREATE) using API BOM_RTG_PUB.PROCESS_RTG

However, we are seeing that the Resources are not getting created and we are seeing the below message in the log file

RESOURCE_ERROR!!!! ROUTING NAME-ORG CODE-You cannot update or delete the operation resources when there is no operation sequence num 10.

We have also included the Op Seq num in the file
