Terminated Employees No Transmittal Data Created for the 1095-C

We found terminated employees are not creating the transmittal data if the payroll status is marked Terminated.  If the payroll status is Retiree then the data is being created on some retirees.  Not sure why the other retirees are not creating?  Any ideas on what we are missing?
