Work order complete status with open material requirements

We have some work orders where there are open material requirements (stock items). Min-max planning has created requisitions for these items. Now the folks on the shop floor completed the work order with some open material requirements and cancelled the open requisitions for these materials. When min- max ran the next day it is picking up the demand for these completed work orders and creating new requisitions for the open material requirements. Is this a standard oracle functionality? Does the complete status remove the demand for the material? What needs to be done in order to remove the demand for
