1095-C Line 16 - waive of coverage

We are using the plan set up to determine our reportable health coverage plans, self-insured & waiver plans.  For the employees that have waived coverage, Line 14 & 15 are populating correctly during the 1095-C build to reflect the offer of coverage & minimum essential value of coverage but line 16 is reflecting code 2C - Employee enrolled in coverage.  How do I get line 16 to reflect blank for employees enrolled in a waiver plan? (I don't want to default the plans int he P08117-Employee Offer and coverage set up to a safe harbor bc it may not be
