Can tax recovery rate % be set at a supplier level in R12?

Hello,

All current EB Tax rates set at 100% recovery rate. Have some specific suppliers that need a 50% recovery rate. Is there a way to set the recovery rate at the supplier level instead of having to setup a new tax rate with 50% recovery, or adjusting the invoice at the line level?
