non-privileged user no record of the last time user logged on

I have a non-privileged user authenticated by a password.  When I query for LAST_LOGIN from DBAUSERS there is not a record of the last time that user logged on.  I cloned the user logged as the clone and it recorded the LAST_LOGIN.  This has me stumped any suggestions would be helpful.
