Does Oracle provide Software ID that is required for manifest file used in ACA electronic filing?

We are a consulting partner helping a client with ACA Reporting solution. Client is on Basic Benefits. So, we are not using seeded Oracle's 1095C program. We developed it including 1094C and manifest file. A software ID is required in a manifest file. Do we have to get this Software ID from Oracle? Or do we have to register ourselves as software developer to get one? Appreciate your inputs.
