OER upgrade from 12.1.3 to 12.2.1

Hello,

I would like to know what is the approach to upgrade Oracle Enterprise Repository from 12.1.3 to 12.2.1? Is there a patch bundle available? Shall I just upgrade WLS from 12.1.3 to 12.2.1?
