Creating WIP Jobs from Service Codes

When I create WIP jobs from service codes it is creating a seperate work order for each Service Code and is trying to return the SO item for each WIP job created. The first obviously work fine, the others error out because the item has been returned to stock. I thought it was supposed to add the BOM and Routing for each Service Code to a single WIP job. Is this supposed to work or a setup issue?
