ACA - Importing Dependent Data: Client on 9.0

Client on E1 9.0 using JDE Benefits etc. for everything except they don't use it for dependent information tracking (have it on paper).  Have read the JDE ACA docs on importing data to the F08119 & F08120.  Since they are only missing the dependent data needed for Part III of the 1095C, can/should they process the ACA data using JDE functionality to the point of populating the F08119 and then import the summary dependent data only to the F08120 or do they have to import data for both the F08119 and F08120 (ie. if you import one you must import
