PARTY_SITE_ID isnt getting populated in table HZ_ORG_CONTACTS for a new customer in R12.2.4

When a new customer is created in oracle R12.2, the party_site_id value is null in the table HZ_ORG_CONTACTS. However it was seen that this value was getting populated in the earlier oracle version-11i. We have a business scenario which requires to send the contacts first and last name to the legacy system. Since the value is missing in R12, we are unable to send the values.  Can you please investigate and let us know if there is a deviation in functionality between R12 and 11i as far as populating the above mentioned fields is concerned. If not, how do we
