Read csv file from user desktop

Dear All

I am working in EBS 12.1.3 environment with database 11.1.0.7.0 I have a requirement to read csv file from user's desktop through a concurrent and process that file accordingly. How can I achieve this? Does Oracle support any third party tool for such functionality?
