How To remove  remove low level debugging logging turned on from backed.

I am getting this error message.

Low-level Diagnostic Logging is turned on. This may temporarily reduce performance.


So am unable to open login page to remove this profile option. Can we have query to remove it. from which user i need to run that query. (as a  application user or system)
