Why do our Outside Services PO's have incorrect start and end dates?

We are implementing Outside Operations in JDE 9.1.  We have the parent items set with a Fixed (F) lead time, which I'm told is required for it to work properly in our MRP process, and then we've entered queue hours in the routing for each operation (see attached for example).  When we run R31410 to attach the parts list and router and then generate the corresponding purchase orders, the start dates on the purchase orders are incorrect.  The system simply divides the lead time days by the number of operations.  This creates start and end dates that don't align with
