12c upgrade for EBS R12.1.3 questions

Currently we are on 11.2.0.3.8 rdbms running R12.1.3 EBS apps version.
We are planning to upgrade database to 12c and following interopeaatibility note (Doc ID 1524398.1)
If we do 12c upgrade first and then apply application patches(below) will  it work OR  first we need to apply applicaion patches(below)  then upgrade db to 12c ?

If you are on E-Business Suite Release 12.1, apply
o Patch 8796558
o Patch 9239090 - Oracle E-Business Suite 12.1.3 (which already in system so not

needed).
o Patch 12923944
o Patch 13473483
o Patch 16289505 - 12c Release 1 interoperability patch for Release 12.1
o Patch 18843706 - apply only if you have applied a Recommended Patch Collection
