OEM manage replication privilege missing

When I go to the OEM manage replication for each of our databases,  I get the message:

Currently logged in user does not have privileges to monitor the Streams or XStream configuration. Monitoring is limited to health of components within current database only. Streams administrator can perform complete monitoring of Streams/Xstream configuration across databases in the configuration.


I'm logged into the target database as user with DBA privileges.  Is there some other privilege that is required for full administrative rights?
