Creating a FSG Database link via a script in the database

Good day,

I am curious if there is a script available to create a FSG DB link in GL instead of building directly in the application? 

The problem is with the APPS password.  Due to security reason, the APPS password can not disclosed by to me to build it in the application.  Conversely, the DBA cannot have access to the application to build the link(s) on our behalf.

We are make major changes to our FSGs.  As a result, we would like to utilize the transfer program once the updates are validated within a test instance.  However, without a script to build the links directly in the database, we are stuck building the updates manually
