Inventory Issue

We are trying to do inventory issue via capital work order and are getting the attached error. The branch plant is not the inventory BP and hence doesn't require branch plant constant setup. We used to do the inventory issue in the previous E1 JDE release (i.e.9.0) but in 9.1 we are getting the error. Please assist.
