Has anyone had trouble setting up rule engine for BP's in query based tabs?

We are running version 10.1.10.1. (self-hosted)  We have a BP with several query-based tabs and wish to set up the rule engine to ensure the total of one tab does not exceed the total of another (at overall shell level, not WBS or funding).  However, the amount given for the limit expression is always zero.  I queried the underlying tables and it looks as though the query for the rule is trying to reference a cost table called unifier_cost_total_view_n, which appears to hold totals of only negative line items.  Rules which do not reference BP's in query-based tabs use table
