How can I create a order hold for a customer based on item Quantity.

I want to apply hold to sales order when a customer orders a item above then approved quantity. For Eg.If Item A is ordered by a customer X with quantity greater than 50 Pc. then the order should be put on hold. This is in 12.2.5
