How to create the Weblogic Domain for EnterpriseTrack 15.2 on Windows 2012?

I try install a small Implementation of Oracle Instantis EnterpriseTrack on Windows 2012 but then to read  Guide and to try two times this doesnt work.

OS: Windows 2012 R2 x64

Java: Oracle JDK 8u66 x64

The guide is not very specific to create the WebLogic Domain
