Open UI - Customization Feasibility

Hi Gurus,

We have been looking at revamping the UI of our Siebel application completely and multiple crazy ideas have been put on table. Till date we have restricted ourselves to minor changes to look n feel spcifically focussed on CSS changes or conversion of Browser scripts PM/PR framework or changes to themes across the board but now what we have got is something completely different and see attached.

A Siebel view needs to be replaced and need to look something like attached. While i understand that we can get a couple of Web Developers to get us widgets to imitate Customer Information section and Progress bar section since they are static in nature i.e. just read data provided by Siebel in PM layer and call these JQeury widgets in PR layer for information presentment what we are confused with is the items on the riight specifically since it involves interaction with Siebel. How would such a change be implemented i.e. even if we get a UI like 'Verify
