Open UI versus Siebel Mobile

Hi Open UI Experts,

I am not clear on the difference between above 2 . Open UI IP 2015 , OTB supports rendering ui on many devices. But Open UI also has separate OM for mobile, tools has different set of SWT for mobile devices. So when to use under what scenario?. I heard Siebel Mobile applications in IP 2012  is separately licensed product. With IP 2015 and moving forward , no need separate license?. please clarify,
