Opened 2017 encumbrace year instead of 2016 in gl , How to close it ?

Hi ,

  In GL the current encumbrace year should be 2016 , but instead we have opened 2016 and 2017 both , So now its showing current encumbrace year as 2017 .

How can I make the current encumbrace year 2016 again ?
