How do I configure global table views (to be available to users)?

This is certainly not easy to find in the documentation! I have modified my base views before, but can't remember how. I want to further modify my base (default) view for all users. Specifically, I want to change the sort order of BOM rows on Items). But I'd also like to make some alternate views available to users. I am currently on 9.3.3.
