How do you control the order in which a Patch plan applies patches?

I created a Patch Plan to apply agent patches 22342416 and 22317314.  The readme for 22342416 says that 22317314 is to be applied after it and that is the order they were specified in the plan. But, according to the job log 22317314 was applied first then 22342416.  So now what do I do? Rollback both of them and make 2 separate plans to apply them in the correct order?  Or can I just rollback 22317314 and re-apply it? Not really sure what these patches fix so how do I know if they fixed the problem?
