How To Display Long Text Attachment on CPA in 12.1.3 BWC?

Version: 12.1.3

PROBLEM DESCRIPTION:
On purchase order form, user could see long text attachment content on CPA header ; but in BWC, for same long text attachment content is NOT able displayed.

RESEARCH:
Find Bug 9499206 - atgui: support for long text, which introduced BWC long text attachment is supported above 12.2.2, but not for 12.1.3.

But it is for BPA with line level attachment, but NOT for CPA header level personalization.

Expected to know on 12.1.3, whether it is possible to use BWC personalization to display Long Text Attachment Content for CPA header level? If yes, how to reach this ?
