Resource usage hours based on Batch completion

Hi,

We are in 12.1.3 and have an requirement to capture the resource's usage in the Batch based on the Batch step completion status and irrespective of product output.

Lets say, Batch was released on 2-Feb-2016 at 6 a.m. and it was completed at 8 p.m. Independent of Product quantity, how can system apply the running hours 14 hrs for the resource.
