Java Errors when using configTools on windows 7 with cygwin 64bit

I am attempting to use the configtools v14.1 to upgrade a current domain. I am able to get the config tools installed and open with no errors, but when I attempt to do anything( ie. new project, open domain configuration, configuration converter, etc.) It throws out Java errors in the cmd window and then just hangs with the spinning cirecle. I have installed this on a fresh server to use so I can upgrade my old domains. This is why I was trying to use the configuration converter. If I can get that working I'll at least be able to
