Could not establish connections after a export error

Hi Gurus,

I got a ORA-01653 error during a export, it was suspended.

I added a new datafile to the tablespace to fix that but... it was not possible to establish connections from some services (applications) external.

I had to restart the DB to fix that.

Is there any process (DW) that blocked the connections?

What is the reason of the block of connections??

Is there any link where can i find information about it??
