signin url returns "could not open registry"

the following url https://fqdn.name.here/psp/Hrqa/signon.html returns 'could not open registry' after logging in, no portal appears, just a blank screen

support said to replace signon.html with ?cmd=login

Has anyone had the same issue, if so how was it resolved?
