Question for Oracle Support and Community Members:

If we go by the information provided in Doc ID 658098.1 (see below) which seems to make a lot of sense, then all the HCM SOA services meta-data should be stored in the Portal under HC_REGISTRY. If that is true, then can someone confirm that the only way for a bundle/patch/upgrade will add/update/modify the HCM SOA services meta-data is via a project containing the content references (CREFs) associated to HC_REGISTRY portal? Or are there any other mechanisms by why Oracle might provide updates to the HCM SOA services registry meta-data?
