Technician's subinventory

Hi Team,

It is regarding the Query for the technician's subinventory from where he receive and  returns the parts. Here we have a setups like where  we created separate sub inventory for the technicians however for we do have created one owner for the subinventory and assign that subinventory to couple of technicians. Further we have setups the excess rules to revert the excess parts from the technician's side, if any.

Now I have query for those subinventories where owner different not the technician actually, here the receiving of the part is fine through the FSTP however while returning the part (after refreshing the excess rules) I conat see the excess part under the technician's sun inventory, is it because he is not the owner of that subinventory so he can receive the part but cannot return it via excess return option?
