Bid Analysis Export XML File Issue in Sourcing

We keep getting an error message stating the xml file is corrupt and cannot be opened every time we try to view the bid export xml file in Excel.  I've tried opening the file directly by clicking on it and tried opening thru Excel (File - Open - select file).

The notification process is working fine.  I receive the email with the attached xml file but get the error when trying to access the file.

We are on 9.2 / image 8 / tools 8.53.14.

Anyone else have this issue?
