Can not create Termination With Purchase Quote in closed FA period

I am trying to create a termination quote (With Purchase) for a contract that was booked in January 2015.  The current open Fixed Asset period February 2016.

When I create the quote Effective From : 30-Nov-2015, I get the following error.

Quote Effective From date 30-NOV-2015 can not be before Fixed Assets fiscal year start date 01-JAN-2016.

I am not sure, if this is intended functionality or a bug ?

How to reproduce the error?

EBS 12.1.3

1. Create a Partial Termination Quote for a contract that was book 6 months ago. (e.g 1 January 2015)

2. The Termination Quote type should be With Purchase.

3. The Quote Effective From Date should be in a month that is closed in FA and after the contract Booking date (e.g 30-Nov-2015)
