Can you define picking locations for Manufacturing Commitment Processing?

We store duplicate inventory in multiple locations.  We have warehouse locations where backup material is stored and we have "production locations" where work order should commit inventory from.  Is there a way to define a location as a picking location vs. a storage location during work order commitment processing.  The majority of our inventory is lot controlled so specifying a primary location does not help us with this process.
