Categories created with Admin account still has Insufficient function security permissions

When I look at the log file I see the error "Insufficient function security permissions" even though I created every category and function while logged in as an administrator.

I've read many support documents but I've had no luck figuring out this issue.  Also, the problem primarily occurs when using "getHomePortfolio" on the top level portfolio.  In any case I would expect the admin account should have access to anything.  Is there any way to test that the portfolio has a homeportfolio?
