will large mount of ' pending ' transactions cause the OAT stop working?

recently im trying to us the oracle demo environment to demo one of our potential client of how OAT works and how it was integrated with EAM,  but i found out the OAT didnt work, every time when i try revceived a item (tracked in OAT) through PO or mis receipt,  the item instance was not auto-generated, nor did the EAM asset number(but i cant manually create the item instance in EAM module with the same serial number i used in receiving transactions, it remind me the serial number has been used),  so i submitted a SR and followed what
