Submitting fnd_request for QP: Bulk load not returning a request id

Hello

We are trying to login with a custom user from a different application and submit fnd_request to submit QP: Bulk load concurrent request.  This is not returning a request id.  However the same returns a request id when we login as 'APPS'.  What am I missing?  Custom user has privileges on FND_REQUEST, FND_FILE, FND_GLOBAL etc.  We are able to submit other concurrent requests using the same custom user.

Any pointers are much appreciated.
