Claims not able to associate to a offer having budget in previous year

We are creating clams tand associating them to the offer accruals thru APIs . In the application they can be associated to the respective offer by selecting earnings for to all and selecting the offer. Where as API is not doing and failing with "Pay Over Earnings is not allowed for the Offer" error. Is there any way API can look for funds from previous years to avoid this situation. Any inputs on are highly appreciated.
